Effects

Flail deals more damage the lower the user's HP. The following formula is used:

N = 48 × CurrentHP ÷ MaxHP

The value of N is then used to determine the base power, as per the table below. It converts to some quite specific percentages which are also shown.

Changes

  • In Generations 2-4, Flail used a multiplier of 64 instead of 48. The HP ranges corresponding to the base power list above are, respectively:
    0 - 3.12%
    3.13 - 9.35%
    9.36 - 20.30%
    20.31 - 34.37%
    34.38 - 67.18%
    67.19 - 100%

Z-Move effects

When a Pokémon is holding Normalium Z and uses its Z-Power, Flail turns into Breakneck Blitz and has base power 160.
