Hidden Power deals damage, however its type and power varies for every Pokemon, depending on that Pokemon's Individual Values (IVs).
The base power ranges from 30-70. Despite the move showing as Normal type in-game, its type can only be one of the 16 other types but not Normal. Hidden Power receives STAB if the user's type matches the type given to Hidden Power.
Individual Values are 6 hidden numbers (one for each stat) that are randomly generated upon encountering a Pokemon. It is not possible to find your exact IVs in-game, though there are some online calculators out there.
You can find the type of Hidden Power quite easily in-game. From Pokemon Platinum onwards, there is a character who will state the type your Pokemon's Hidden Power will be if they learned the move. They are located at: Veilstone Game Corner Prize Exchange in Platinum; Celadon Game Corner Prize Exchange in HeartGold/SoulSilver; Mistralton City Pokemon Center in Black/White; and Pokemon World Tournament in Black/White 2.
Prior to Platinum, it is possible through a process of elimination by using Hidden Power against different types of Pokemon and noting which types it is super-effective or not very effective against. An easier method is to use the move against a Kecleon, whose ability Color Change will tell you the type.
