If the opponent is hidden underwater from using Dive, Surf will hit with double power.
Surf is the most powerful HM. It is usually the only one considered for competitive battling (although Waterfall is a better choice for pokemon with higher Attack).
You can surf on your pokemon in order to cross water. A la grass and caves, while surfing, wild pokemon may appear. From Generation III onward you can now fish while surfing; previously you could only fish at the water's edge.
