Thunder has a 30% chance of paralyzing the target, assuming they do not already have a status condition. (In Generation I it was only 10% chance.)
If used during rain, Thunder's accuracy rises to 100% and, in Diamond/Pearl only, can break through Protect/Detect. Conversely, if used during intense sunlight, its accuracy drops to 50%.
Thunder can hit pokemon using Fly and Bounce; for the latter it will attack with double power.
