Aw Dewgong. One of my favorite Pokemon. Back when I was six, my bus driver loved to play Pokemon. She traded me 4 of her level 40 Pokemon when I needed them most for just some caught Pidgeys. Howeer, she would never trade hr favorite Pokemon, her Dewgong. Well, enough of the story-telling, here is my Res-talk Dewgong, which has the ability Thick Fat and is EV trained in HP and Attack:

Rest: Heals Dewgong fully and is hated by most everyone who has to face Dewgong users such as Lorelli.
Sleep Talk: A must with Rest. This is not that popular a choice among all Dewgong users because of Hydration, however, mine has the ability Thick Fat.
Aqua Tail: Good power, decent accuracy, STAB, deals with Rock types.
Ice SHard: High accuracy, STAB, priority, deals with Grass types.

Good, but you could add Ice Beam, Or Surf, or Signal Beam, as Ice Shard only has 60 power.

Well, Speaking of Trachy, this is the Hail version of his set in a way.

Setting up his Own Hail being in a low tier, and then Aqua Ring, then he can Tank along with Blizzard and Surf.

Suggested item: leftovers
Suggested abiltiy: hydration

Dive-STAB; lets him stall out.

Toxic-Stalls out and lets him do damage.

Rest-Cures status and restore health.

Aqua Ring-Gives him more health.

Again, this isn't the best set, but it's still pretty cheap.

EVs: 244 HP / 4 Atk / 8 Def / 252 SDef

Careful Nature (+SDef, -SAtk)

• Rest
• Rain Dance
• Waterfall
• Ice Shard

Since this is going to be NU, you won't have instant Rain access (and I don't get why you would use this guy up there in OU with Politoed.) So why not set up the Rain yourself? You can then be fairly defense with the EVs given and Rest. Waterfall gets STAB and is boosted by Rain, so you don't need to have so much EVs in Attack. Ice Shard is for priority.

Surf is STAB that hits multiple foes, as is Blizzard. Dewgong doesn't have much going for it, so I chose to have it be a Hail user. HP Electric is coverage.
