Golbat was made in Gen. 1, and Crobat was made in Gen. 2. Therefore Golbat can be evolved into Crobat via happiness in any game except for the first Gen games. In FireRed and LeafGreen Golbat can not be evolved until the player has the national dex.

I evolved my Golbat before the fifth gym in B2. Not sure about the last line.
