Eelektross or Eelektrik with Eviolite?

Should I use an Eelektross, or should I use a Eviolite Eelektrik?

Obviously Eelektross dude!Although eviolite eeleltrik is good,Eeleektross is way more powerful and has a large movepool including the move tutor moves.So I would say eelektross.

I thought the eviolite only worked on pokemon that can still evolve
