Staraptor hidden move? (not HM)?

my friend told me that there was a move that only can be learned by staraptor, through glitches,fake events and advanced hacking. according to him, game freak killed it because it can be very easily evolved through starly, which is, like, VERY common.i dont belive it,but is it true? (i have $1 riding on this)
