1. Have your friend trade a Pokemon that's holding an Electrizer to you.
2. Find it in the Plasma Frigate.

These are the ways to get the Electrizer.

Electirizer can be gotten from Plasma Frigate from Pokemon White 2 only once.
Other than that you can try your luck at the Join Avenue Antique Shop.
