No, but Blizzard has 100% accuracy, Ice type Pokemon do not take damage, and Pokemon with Ice Body regain HP. Pokemon with Snow Cloak have ther evasion icreased by 25%, but keep in mind Snow Cloak is banned in all tiers bar Ubers.
