I have not tried this strategy yet, but I want to know what you guys think about it, if it's good or not, and please tell me how I can improve with anything!
(ex: items, Pokemon(s), Evs, move/move-set changes)

Ninjask @ Sitrus Berry
Trait: Speed Boost
Evs: 178 HP / 252 Atk / 80 Spd
Nature: Jolly ( +Spd, -SA )

  • Protect
  • Substitute
  • Baton Pass
  • X-Scissor

Smeargle @ Focus Sash
Trait: Own Tempo
Evs: 38 HP / 220 Atk / 252 Spd
Nature: Jolly ( +Spd, -SA )

  • Spore

  • Super Fang

  • Seismic Toss/Dragon Rage

  • Crunch

{ Strategy }: I will stall with Ninjask, alternatively using Protect & Substitute to get the Speed Boost ability stacking up for Smeargle. If someone uses Taunt, then I'll at least have X-Scissor w/ STAB to do some damage. When Ninjask's health is half gone from Substitute, the Sitrus Berry will regain some of it's health. After having enough Speed Boosts for Smeargle to outrun ( almost? ) any Pokemon, I'll Baton Pass to him. Most likely the enemy will use an attacking move while Smeargle is switching in, so Focus Sash will help him out. I'll then use Spore to have few free turns, and use Super Fang to half the opponent's Pokemon's health. I can use Super Fang maybe 1-2 more times ( depending on the opposing Pokemon's HP; Disregard Chansey/Blissey ), then finish off with Seismic Toss/Dragon Rage. Crunch is there just in case if the opponent switches to a Ghost type.

Smeargle is already fast, but I want to have an assurance of reliable speed every time. Especially if someone tries to set up also. Though, can this be done without Ninjask?

Ok if I was going to change anything it would be:

Ninjask
Item: Leftovers (Provides healing for more stalling)
Trait: Speed Boost
EV's: 252 Spe/ 252 HP/ 4 Def
Moves:

  • Sword Dance (Provides power for your Physical Smeargle)
  • Substitute
  • Protect
  • Baton Pass

Ok so you get your Sub or protect up to collect first Speed Boost. Then do the other move that you didn't use on the last move. Then when you get behind a sub start using Sword-Dance to power up ready to sweep with Smeargle.
Your Smeargle is fine leave it at that.
