I know thunder wave would not paralyze a ground type because its an electric move, but tri attack is normal, so would possibly paralyze a ground type, since it can hit them unlike thunder wave

Tri attack still has the chance to paralyze a ground type. Just because they have a ground type does not mean they have a paralysis immunity. You can also paralyze them with body slam, stun spore, etc.
