When will golbat evolve?

Golbat evolves by happiness, actually 220. So it doesn't evolve at a certain level... It can be at level 23 to 100, actually.

Ok i was just wonder because I had a riolu that evovled at lvl 26 so i was wondering if there was a way to tell.
