You can't find Blitzle in Black 2, or White 2, but you can find it on route 3 in Black and White. But You can find Zebstrika on route 3 and 7, and then you can breed it with another Pokemon in the field group.

I was wondering how to get Blitzle in Black 2 without trading! I frogot all about breeding! Looks like that's what I'll do when I get a Zebstrika in B/W 2.
