I'm talking about a lot of evs, good moves and high stats (especially speed). Thanks in advance!

Here is my suggested Garchomp for you

Garchomp @ Leftovers/ Smooth Rock
Trait:Sand Veil
EVs: 252 Speed/252 Atk/ 4 SpDef
Nature:Jolly(+Speed, -SpAtk)
Moves:
- Hones Claws
- Fire Fang
- Dual Chop
- Sandstorm

Hones Claws are too boost the low accuracy of your moves and boost the attack. Fire Fang is to take care of that ice weakness. I choose Dual Chop because it hits the opponents hard(after a Hones Claws boost) and it's a Sub breaker.

Also look here for move sets. Look here on where to raise for EVs.

No earthquake???
Why Dual chop? Dragon claw and Dragon Pulse both have more power.
Dragon Claw has the same Base Power as Dual Chop and Dragon Pulse is a special move which would not be boosted by his EVs or Hone Claws. But I would think Dragon Rush would be better with Hone Claws.
Ok that makes sense. Dragon rush is better but it has low accuracy. Upvoting.
Hone claws dragon rush is weaker than swords dance dragon claw
I think swords dance is a better choice

My suggested move set for Garchomp is

Dragon Pulse or Dragon Claw (Physical or special attack your choice)
Earthquake
Brick Break/Flamethrower (Ice Coverage)(Your choice depends on whether you want a physical or special attack)
Sand Storm (Makes good use of his Sand Veil ability)
Garchomp doesn't have any particularly great stat moves.

My suggested Nature for Garchomp is Timid. -Attack +Speed

For EV Speed training I would fight Basculin in Wellspring Cave.
Or use Carbos and Swift Wings

That is not a very good Garchomp set...
I don't like the moves that are available to Garchomp. If you look at his possible movesets there are very few Non-attack moves. Unless you teach him Toxic and protect for strategy.
Thanks guys!
I would have done something to include swords dance but what move do you take away? Sandstorm, his ability doesn't matter now. Flamethrower/Brick Break, no ice type coverage. Earthquake, ARE YOU KIDDING ME??? Dragon pulse/claw, no dragon coverage. So therein lies the reason I hate choosing movesets.
