How do you get the Pokeradar and National dex in Platinum?

To get the National Pokedex, you must have beaten the Elite Four, and have all Sinnoh Pokemon registered in the Sinnoh 'Dex. Talk to Proffeser Oak in his Lab in Sandgem Town. Dawn/Lucas will give you the PokeRadar shortly afterward.

Pokeradar: Get it from Professor Rowan in Sandgem Town once the Sinnoh Regional Dex is complete.
National Dex: Get it from Professor Rowan in Sandgem Town after seeing every Pokemon in the Sinnoh Regional Dex.
