The chances of catcing PokeRus or catching a Pokemon with it is 3/65356. If you catch one with PokeRus it will just be there, otherwise it will appear radnomly and the PokeCenter Nurse will tell you of its presence. There is no where you can go to increase the chances of catching or finding a Pokemon with PokeRus.
