Are you sure the chip is in there? When you open the 3DS screen, does it show SoulSilver as the game chip?
Maybe the 3DS didn't detect your game.

After you have earned the 3,000 points to obtain Landorus, you are capable of capturing even more Pokémon. However, this is done by having a Generation IV Pokémon DS game in the cartridge slot of the 3DS as you play the game. With this slot in your game, you will be able to access a new special level containing the legendary Pokémon that stars in it.

You need 3,000 points and you need to catch Landorus first.
