You can get them from transferring them from Pokemon dream radar. Also sometimes boxes purchased from antiiques shops at join avenue have them. They can be found in the small, ordinary, big, and super big boxes(so all boxes for your question).

Pokémon Dream Radar to Pokémon Black 2 and White 2. Boxes purchased in
the Antique Shop also have a chance of containing Sacred Ash. In
Pokémon Black and White it has to be traded from Black 2 or White 2.
