I just read here that you should use vitamins (HP up, Carbos...) straightaway because they only work for the first 100 EVs. But then what would be a good level to use them at? I usually use them at level 50, but is that actually not a good idea after all?

It is true that Vitamins only work for the first 100 EVs (in Gen 3 to 7), so you should use them before doing other EV training that does work past the 100th EV.

Otherwise, it doesn't matter when or at what level Vitamins are used. The game keeps track of all the EVs your Pokemon has ever gotten and always updates its stats accordingly.

A level 100 Pokemon that maxed out its EVs at level 1 would have identical stats to the same Pokemon that received the same EVs at level 50 (or any other level).

It doesn't really matter, actually. The only thing you need to worry about is using them at LV 100. Unless it's Gen. 5, Vitamins and stuff like that don't work on LV 100s.

To be clear for future readers, Vitamins do work on level 100 Pokemon. What doesn't work are the EVs gained from defeating Pokemon in Gen 3 and 4 (as this is coupled with experience gain in those games, and level 100s don't gain experience).
This means that you need to max your EVs before level 100 in those games, because if you don't, then you can only get EVs from Vitamins, which have the "first 100" limitation.
