Look no further than Shadow Tag. Shadow Tag will prevent Tornadus from escaping and can be found on Wynaut, Wobbufett, the Gothitelle evolutionary line, and the Chandelure evolutionary line. Arena Trap can work if you use Smack Down on it first.
