I have a starmie on my team with natural cure and I want to set him up with minimize but if he gets a status affect I want to switch him out and I am afraid of him losing his evasiveness help please?

In addition to the answer, you can use baton pass. He will still lose the stats but you can get them back to him through baton passing. Impractical, but possible.

You will lose the boost, when you switch a Pokemon out, and it's the same with every stats boosting moves such as Dragon Dance, Defense Curl and Mimimize. So, yes your stats will go back to normal.
