These Pokemon are not allowed in any Battle Frontier area.

Mew
Lugia
Ho-Oh
Cerebii
Groudon
Kyogre
Rayquaza
Jirachi
Dialga
Palkia
Giratina (Both Forms)
Manaphy
Arceus
Shaymin (Both forms)
Deoxys
Azelf

There are some legendaries allowed, e.g Haetran and Raikou, that are allowed in. (Credit to Poke'slash in comments)

Actually, my friend and I tested it, and there are some Legendaries you may bring in, like Heatran and Raiku.
