There is no solid evidence to support this; therefore this remains as a rumour.
Nothing supports the fact that Raticate passed away; most of these are just rumours.
Your rival may have put the Pokemon in the PC, or Game Freak decided to remove Raticate from his team, which is the more likely reason.
