How to get master ball in SS?

i'v been trying to get a master ball from
kurt in SS but I keep getting lure balls. how do I get the master ball?

You get Master Balls in 2 ways in SoulSilver:

• After you defeat the 8 gyms in Johto, Professor Elm will give you one.
• You can try to win one from the Goldenrod Radio Tower's lottery.
