How did Raikou escape from battle?

I used mean look. 1 second later "The wild RAIKOU fled!" ??? I USED MEAN LOOK.

If the Pokemon you're using is a lev9 Gastly then I'm definately certain that its speed stat is much lower than Raikou's therefore it is able to move first and flee's before gastly can attack.

No... I move always first for some reason
Move priority is determined by the Pokemon's speed, it is unbiased of every move in the game.
in gen 4, fleeing's priority is 0, same as most of other moves including mean look
the Legendary Beasts can escape from Battle.But Non Legendary Pokemon can't.The game is probably glitched
He's talking about Raikou, which IS a legendary beast
Also, some wild pokemon DO flee from battle
like who ? tell me one.And i'm talking about raikou.Learn to read
LM is also talking about raikou, so it is not glitched, you learn how to read
I remember that only Luxios in Platinum/D/P had roar and they fled.
These pokemon can flee in gold and crystal

I've also experienced it, especially quagsire and delibird
is the question about Gold/Crystal or HG and SS ?
You never said that non legendaries cant flee "in HGSS"
i so did ''But Non Legendary Pokemon can't flee''.learn to read
but the pokemon I've listed CAN flee even they're non legendaries

It must be a glitch because roaming Pokemon cannot flee from the battle if mean look has been used on them. So its a glitch.
