I was on showdown trying a thing by sending golduck to stop a sun venusaur. Then I sent my banded terrakion and it out-sped me and killed it. Did cloud nine not work?
Abilities that neglect weather only work during the turns that the Pokemon with said ability is out. Since you switched out your Golduck the weather came back into effect.
