Is there a hidden formula for occurence of certain events like:-
1) what will ne the power of magnitude
2) how many times a more than once hitting move hits( like double slap/wakeupslap )
3)where the outbreak will be

1.) Nope.
2.) Pokemon with the ability Skill Link will always have those kind of moves hit 5 times no matter what, otherwise no.
3.) I wish you could, but unfortunately there is no way to control where the outbreak is. ;~;
