What is a good Little Cup moveset for Bulbasaur?

I'm thinking:

Power Whip: With STAB and high power, tis is a very powerful move. However, good Attack is recommended. The high power easily makes up for the lower accuracy.

Sludge Bomb: STAB is the main point of having this move. It also provides a Special Attack.

Strength: Provides some neutral coverage. It is unlikely that a level 5 will be happy enough for Return.

Grasswhistle: Without the option of Sleep Powder, Grasswhistle is used instead to put the foe to Sleep.

Hmm. His Stats are pretty close together, so He can use all kinds of moves effectively. My sets:

Physical :

seed bomb-STAB
Swords dance-raises attack through the roof
strength-works. I think You can get a pokemon with a happiness of 120 if you hatch it from an egg, and it gains more from lots of walking, and even using vitamins (which is necessary in LC for your pokemon to survive.)
Power whip//synthesis-the moves are pretty self explanatory. power whip for all out power, of the other for recovery. If you don't want two grass moves, you can give bulbasaur facade, and use him to absorb a status, powering it up even more.

special:
Leaf storm/energy ball-power or reliability, your choice
sludge bomb-STAB, chance to poison
hidden power (rock)/synthesis-covers four weaknesses, or synthesis if you can't get HP rock.
reflect/light screen-the screens protect you.

support:
toxic/safeguard-hurt the foe or protect yourself
Leaf storm-STAB, deals with taunt, and the stat drop won't matter since bulbasaur will switch a lot with this set.
light screen
reflect

I would get out Power WHip as an option for the Physical moveset if you already have Seed Bomb.
I was thinking that after I put the answer, I'll change it up a bit. The main problem is that Bulbasaur doesn't have a huge movepool.
But now you have two normal type moves with Facade and STrength.
He doesn't have much for me to work with. A support move like toxic or safeguard will do.

Staller:

Charm: Can't Hurt This with Physical Moves:)

Amnesia: Cant Hurt This With Sp. MOves!

Toxic: DER DUH DER!

Energy Ball/Sludge Bomb: For A Damaging STAB Move.

Sp. Sweeper:

Growth: Though A One Stage "Growth" At This Lvl May Seem Usless, It Can Make A HUGE Difference.

Energy Ball: STAB

Sludge Bomb: STAB

Mud Slap/Hidden Power(Rock): Mud Slap For Lowering Acc, and Doing Damage, OR Hope You Get Lucky With HP:)

Physical MOveset:

Swords Dance: Yep:)

Seed Bomb/Power Whip: STAB Power

Strength: Back UP.

Toxic/Sleep Powder: S P For Setting S D Up, or Toxic, You Know Why.
