Which of the following is the best wall considering stats, movesets, and weaknesses?

Umbreon can't use an Eviolite...
Umbreon is fully evolved though!

The question said Umbreon, Porygon2 with Eviolite, or Dusclops with Eviolite, so I thought that Eviolite was specified only for the last two Pokemon?

It would depend on the rest of the team (as most things do). If you have Blissey/ Chansey, go for Dusclops to wall Fighting moves that will KO your Cleric. Dusclops has access to Will-O-Wisp, which means it will be able to take physical moves with ease, and can ruin a Scizor set. However, it is susceptible to status moves itself, and doesn't have a reliable method of recovery outside of Rest (it has Pain Split, but it's not reliable). It also forfeits Leftovers recovery in need of Eviolite. It's also really lacking in offensive presence as well, so if you want a Ghost type with a higher offensive stat, go for Cofagrigus.

Ability: Pressure
Nature: Bold
EVs: 252 HP, 180 Def, 76 Sp. Def
Rest
Sleep Talk
Will-O-Wisp
Shadow Sneak

Cofagrigus is another UU Pokemon (I assume this is UU we're talking about), and it can act as an opposite to Chansey, being a physically defensive Pokemon that will be able to take Chansey's weakness. However, it has no reliable method of recovery outside of Rest (again, it only has Pain Split has its other option), but it does have the very useful Haze, so even if it did lack offensive presence, it will be able to reset calm mind/ bulk up stallers.

Ability: Mummy
Nature: Bold
EVs: 252 HP, 252 Def, 4 Sp. Def
Will-O-Wisp
Haze
Shadow Ball
Pain Split/ Knock Off

If you have, say, Mew or Slowbro, then go for Umbreon. Umbreon has reliable methods of recovery in Wish & Moonlight, in addition to Heal Bell for team support. Umbreon is really lacking in offensive power, with its most viable move being Foul Play, which means that it lets special attackers like Togekiss to set up. The up side is that Umbreon has Synchronise, so paraflinchers like Jirachi and Togekiss will get paralysed themselves.

Ability: Synchronise
Nature:
EVs: 252 Def, 252 Sp. Def, 4 HP
Wish/ Moonlight
Heal Bell
Foul Play
Protect/ Toxic

For Porygon2 (aka Duck Tank), the best ability for it to successfully wall your enemy will be Trace. Porgon2 has good offensive power, even though it has a shallow move pool, so it will be able to fight back while taking some hits. If it gains a good ability with Trace (like Sap Sipper or any other type-negating ability), it can cause your opponent to switch Pokemon which will buy you a free move. The downside is that it's slow, has no resistances (bar its Ghost immunity) and is weak to fighting like Blissey. While it forfeits leftovers, it has Recover to replenish health.

Ability: Trace
Nature: Bold/ Calm
EVs: 252 HP, 180 Def/ Sp. Def, 76 Sp. Atk (you can make Porygon2 defensive or specially defensive, depending on what your team needs)
Recover
Toxic
Discharge/ Thunderbolt
Ice Beam

OK. Here we go...

Umbreon

ABILITY: Synchronize

STATS: 95/65/110/60/130/60

NOTABLE MOVES: Foul Play, Payback, Toxic, Wish, Yawn, Heal Bell, Curse, Baton Pass

Let's look at this guy first. Immediately you see amazing 95/110/130 stats, a great movepool with Wish, Toxic, Yawn, and Heal Bell, but 65/60 offenses and a low base 65 speed. Umbreon also gets Synchronize, which can make statusing him a lot riskier.

Porygon2

ABILITY: Trace, Download, Analytic

STATS: 85/80/90/105/95/60

NOTABLE MOVES: Tri Attack, Charge Beam, Thunderbolt, Discharge, Ice Beam, Recover, Toxic, Thunder Wave

Porygon2. With well-rounded stats, three great abilities, and a decent movepool, this guy works better as a tank than as a wall. 80/90/95 defenses are decent, but nothing impressive. On the other hand, a base 105 special attack combined with a Download or Analytic boost makes this ducky quite powerful. On the other hand, Trace gives him a niche as a utility counter for many threats.

Dusclops

STATS: 40/70/130/60/130/25

ABILITY: Pressure

NOTABLE MOVES: Rest, Pain Split, Sleep Talk, Will-O-Wisp, Seismic Toss

Dusclops. Basically a Shuckle with different typing, limited item, and access to Pain Split. With already amazing 130 base defenses without Eviolite, but a meager base 40 HP, this guy's claim to fame is... stalling out physical attackers with Will-O-Wisp, RestTalk or Pain Split, and Seismic Toss. I don't recommend this guy as he's such setup fodder.

Overall... if you want the best wall, go with Umbreon. Second place goes to Porygon2, third to Dusclops. But IMO Porygon2 is better than Umbreon, just not as good of a wall.
