Uber is a one of the tiers we use in competitive battling, and is the highest tier in the game where no Pokemon are banned. The tier consists mostly of legendaries, or other Pokemon that are too powerful for OU.
Pokemon in the Uber tier are basically the banlist of the OU tier, the tier below it.
