Reason why, it is the only Pokemon that has wonder guard. There will be an unfair advantage if Shedinja had a regular amount of HP.

Here's a good thing about having only 1 HP. If it faints you don't have to use a revive. You can use a rare candy and save your revives for your other Pokemon.
