Sketch permanately copies the move the target Pokemon last used. You can teach it rapid spin easily by, in a double battle make smeargle and a Pokemon with rapid spin come out first. Then make the rapid spin Pokemon use rapid spin. Make smeargle use sketch on the rapid spin using Pokemon and, you are done!
