Is there a way to get a non-event Pokemon?

Question

Putting trading and transferring aside, is there a place for each non-event legendary Pokemon, such as Heatran, Suicune or Registeel in bw and bw2?

I already have the 3 Swords of Justice, including Keldeo, Latios and Latias.

I am also curious if any gen 1-3 Legendary Pokemon can be caught in Diamond/Perl games and gen 1 & 3 Legendary Pokemon can be caught in HG/SS.

Those Pokemon are the only ones legitimately obtained in the games (without hacking/ cheating).
