I have only seen Growlithes... Is it like it was with Heart Gold and Soul Silver? (you can catch Vulpix in Soul Silver but not in Heart Gold, and Gwolithe in Heart Gold but not in Soul Silver)

You can encounter and catch Vulpix in Abundant Shrine. It's uncommon (not rare), and you encounter them at Level 34 (Level 37 in Double Grass)
