Why does Latios/Latias have low PP with their signature moves? (Luster Purge/Mist Ball)?

How come Latios ( Luster Purge ) & Latias (Mist Ball) and Retaliate have low PP ( Power Points) ?

Most likely the 50% chance to lower special defense(luster purge) or special attack(mist ball)

Not for Latias it would lower Sp.Atk

Sorry. didn't see that.I'll put it back as best answer. Though you should say Luster Purge lowers Sp.Def. and Mist Ball would lower Sp.Atk.I'll also change the down-vote to a up-vote.
