In the breeding guide on the site, it says "If the male Pokemon knows moves that the baby Pokemon is capable of learning, it will know them when it hatches from the egg."
Does this still apply if Ditto is the female parent?

Yes, if the move is a legitimate egg move for the male Pokemon, it will work. The only thing happening when breeding with a Ditto is that the species will be of the male parent (since there isn't a female counterpart).

Yes, given the fact that the baby can learn it. That happened to me when I bred my Emboar.
