I've been hearing that Wash Rotom has the most coverage, while Fan Rotom with the least coverage.
But my personal opinion, it's all depends on what you need in your party. Since Rotom can change forms freely, you can change Rotom's form into any of the given form that suits your needs. I recommend not getting Fan Rotom since most parties consist of a flying Pokemon.
