Motor Drive and the Cell Battery?

So my Electivire holds a Cell Battery. If it gets hit by a Thunderbolt on a switch, does it get an Attack Boost AND a Speed Boost?

Same thing with Water Absorb and Absorb Bulb?

Motor Drive activates first, as abilities always activate before the item.
