Is it possible to get Draco Meteor From tutors in Gen III?

No it is not possible the move was introduced in gen IV so it can only be taught to pokemon from games diamond/pearl/platinum/HG/SS/Black/White

Despite serebii.net having some move there that is a replica of Draco Meteor, that move doesn't exist in Gen 3.
