Where do these sites get the stats?

I mean they are not stated in any manuals are they? so how do they know that for example darmanitan has 140 atk and 90 base speed

They are all specified in the game code. People hack the game and extract the information. That's where most of the stuff like Pokemon learnsets and locations comes from, too.
