i mean it cant even lift a teaspoon with it's hand so how dig?

It is not known for sure how Claydol Digs but it would not be far fetched to say that it uses the beams it shoot out of its hands to make holes, which it then levitates into, then repeating the process to go back up.

Combine the spinning of http://img.pokemondb.net/sprites/black-white/anim/normal/ferroseed.gif with the size and aerodynamic of this beast http://img.pokemondb.net/sprites/black-white/anim/normal/claydol.gif and you get a mean, lean drilling machine! But seriously, why shouldn't it be able to learn it? It is Ground type and is almost drill shaped.
