Likely tier: Neverused
I'm not very competitive, but here's a so-so moveset (more in-game) (Only moves he learns by leveling up)
Take Down- Strong and basic normal type move
Crunch- A very good move
Last Resort- In case of emergency
Giga Impact- A very powerful move, good for a powerhouse!

Aerial Ace-Covers fighting weakness; deals with the number of grass types in NU.

Return-Good power, STAB.

WIld bolt/fire fang/ice fang -wild bolt is powerful, but the elemental fangs don't have recoil.

Crunch/Thunder wave-works well for ghosts if you don't have scrappy. Thunder wave helps him sweep even more.

Another one of those Normal types whose basic form is found early on. Neverused material.

Ability: Intimidate

EVs: Attack, Sp Def, Defense Nature: Adamant

Return: STAB.

Crunch: To deal with Ghost types.

Wild Bolt: Good damaged attack that provides type coverage.

Fire Fang: More type coverage.

I love ridiculously gimmicky move-sets, so... Last Re-Stoutland!

Stoutland (M) @ Life Orb
Trait: Scrappy
EVs: 252 HP / 252 Atk / 4 Spd
Adamant Nature (+Atk, -SAtk)
- Last Resort
- Roar
- Work Up
- Thunder Wave
This guy is the only Pokemon (his pre-evolved form can too, but really?) that can use Last Resort in combination with scrappy, so I figured I can be annoying. First turn, set up Thunder Wave, to slow opponent, second turn, Work Up to give a +1 to Atk, third turn, Roar to another pokemon, preferably after setting up stealth rocks. Proceed to STAB + Life Orb Last Resort absolutely everything and pray you don't run into a fast fighting type.
Scrappy will allow Stout to hit Ghost types with Last resort, so it could be fun. Life Orb gives a 30% boost to power, and Last Resort gets a STAB Boost from 140 Power, this guy hits hard, don't forget he is +1 from Work Up (492 Attack, if my mental math is correct).

Status sweeper: Scrappy (or for sandstorm teams, sand throw is good for sweeping)

Facade-double power + STAB= power

Aerial Ace-Covers fighting weakness.

Thunder wave/Crunch-crunch for ghosts, or thunder wave to help sweep.

Thunder/fire/ice fang-type coverage.

Stoutland holding Leftovers
Ability should be Sand Rush
A good nature would be Adamant
An a sweet EV spread would stack at 60 Hit points, 252 Attack, and 196 Speed

The first move I would say to tack on is Return for some good STAB.
Then you can move into coverage. He gets bolt-beam with the elemental fangs, so having Ice Fang and Thunder Fang together can do you some great work. Although of Thunder Fang doesn't hit hard enough for your liking, Wild Charge can be a very valid replacement.
My most recommended move for the last slot would be either Reversal or Crunch.
Reversal pairs well with Wild Charge. Crunch is pretty neutral to the set either way.
You can also try out Howl or Work Up for your last move slot, if you like boosting.

So to wrap it up, this is what it should look like.

Return for your STAB.
Ice Fang for coverage along with..
Thunder Fang or Wild Charge for extra coverage completing the combo. Along with
Crunch, Reversal, Howl, or Work Up for your last slot. Providing either extra coverage, or a little bit of boosting. I like to alternate both with mine.

This is mine right now, that I EV Trained and everything.
Stoutland
Ability: Sand Rush
EV's: 4 HP/ 252 ATK/ 252 SP. DEF
Moveset:
Giga Impact
Superpower
Substitute
Iron Head

I have the original Pokemon Black, so it was a pain in the butt to find someone with Black or White 2, so they could visit him to the Move Tutor.

In my opinion, Stoutland, Watchog, and Raticate are my favorite normal type Pokemon. When it comes to Stoutland......

Stoutland

Held item: Chople Berry (weakens fighting type attacks)

Hidden Power (Psychic) - Covers Fighting types

Crunch - You never know if a Gengar crosses your path

Retaliate - Solid power and accuracy, plus doubles if a Pokemon is KOed.

Dig - Covers Rock, Fire, Electric, and Steel

That's just my opinion.

(YES I KNOW THIS QUESTION IS OLD)

Stoutland (M) @ Toxic Orb (Flame Orb takes away some of your attack, so Toxic is better)

Trait: Intimidate
EVs: 4 HP / 252 Atk/ 252 Spd
Jolly Nature (+Spd, -SAtk)

Facade (More/About the same power as Return with T-Orb + STAB
Crunch (for Ghost and Psychic types)
Wild Charge / Superpower (Superpower if using Thunder Fang, Wild Bolt/Charge if your using Fire Fang)
Fire Fang / Thunder Fang

Ok third moveset answer of the day! :D
Note that this is only useful on a sand team!
enter image description here
Item: Normal Gem
Ability: Sand Rush
EVs: 252 Atk/252 Spd/4 Hp
-Return
-Fire Fang
-Play Rough
-Crunch
Alright. Lemme explain.
EVs are as expected so its meant to be a physical sweeper.
Return and Normal Gem is a deadly combo.
Fire Fang gives the most coverage out of all elemental fangs and it's a good move.
Play Rough covers its only weakness (Fighting-type) and gives overall nice coverage.
Crunch hits Ghost-types hard and a good move.
I hope this set brings victory to many! :D
