Besides the Ghost weakness, Mismagius seems like he'd fit, but I have something that better fits those requirements.

Here is a Pokemon that perfectly fits the description:

Accelgor @ choice specs/life orb
Trait: sticky hold
EVs: 4 HP / 252 SAtk / 252 Spd
Timid Nature
- Bug Buzz
- hidden power rock
- Focus blast
- giga drain
This Pokemon resists fighting and ground and takes regular damage from ice, water, and ghost. It is outspeeds everything you will find with the exception of ninjask and choice scarfed Pokemon. While its special attack is not great, it is boosted by choice specs or life orb making it a great sweeper.

Seems pretty good, but I ran some calcs and it fails to OHKO Arcanine with HP Rock. Arcanine in return brutalizes it with Flare Blitz. Still good however, but I won't be using him.
