Yes, you can receive any Pokemon before the National Dex. of course, it can only be done by means of trading.

It won't show up on your dex until you get the national update though.

Rydon isn't even in the Black/White pokedex to begin with.

As you can see if you just look, this was 8 months ago for HG and SS.
