Rotom is the Plasma Pokemon, according to the Pokedex.

Rotom is apparently based on Pulseman, the main character of a non-Pokemon game that Game Freak developed.

Rotom isn't exactly anything. I see Rotom as a form of pure living electricity since it is called the "Plasma Pokemon". Plus, its egg group is in the Amorphous section, so it's pretty much a blob like creature. (Except for when it changes its form for competitive tournaments)
