No. Your Swampert would be a physical tank. If you wanted it to be a wall, you could change his Atk EVs to Def, making him quite bulky, and an excellent Stealth Rock setter. A tank, however, is a Pokemon that can take hits from frailer sweepers like Alakazam, and dish out a powerful attack of its own, usually in hopes of obliterating aforementioned sweeper.

No, it is one of the best UU Pokemon as a physical tank, with sky high Defence and HP.
