Is my clefable great for stalling

Reflect
Light screen
Toxic
Moonlight
Item light clay

I aslo meant to replace body slam with moonlight which i already did
If you battle against a steel or poison type, then fail.
or any pokemon which doesn't take damage from status, has poison heal or refresh/shed skin. xD

Well your Clefable isn't really stalling, its a team-support clefable due to Dual Screens
Generically speaking 'stalling' is where you have a damage-inducing status move (Eg. toxic/will-o-wisp) and a reliable form of recovery in which you don't.
So your Clefable would be great in helping your team members stall/sweep but by itself no, can't stall :P

Like fondant said, its stats aren't so great and it gets walled by anything with taunt, steel typing, poison heal, refresh or shed skin.

Not particularly. Even with Magic Guard as its ability, Clefable doesn't have extraordinarily good defences for stalling. Pokemon like Chansey/ Blissey/ Gliscor outclass it.

And besides, stall Pokemon usually have things like Toxic, Substitute, Protect, Leech Seed, Stun Spore, Encore and a recovery method, e.g. Roost/ Recover. Your Clefable only has Toxic, meaning it can't really stall since it will need to take hits and has no method of recovery.

Here's a good Gliscor stall set:

Gliscor @ Toxic Orb
Ability: Poison Heal
EVs: 200 HP, 56 Def, 252 Speed
Nature: Jolly
- Substitute
- Protect
- Toxic
- Earthquake/ Ice Fang
