After you get HM Dive and Surf, head to the Abandoned Ship, east of Dewford Town. The Scanner will be inside. Next, take the scanner to Captain Stern in Slateport City, where you can exchange the Scanner for either a DeepSeaTooth or DeepSeaScale.
