I'd have to say Houndoom. Mightyena has low stats and a small movepool. Houndoom, meanwhile, is only limited by being a Fire type and as such weak to Stealth Rock. It has a nice movepool, stats made for offense, a great ability, and Nasty Plot. Houndoom is by far better.
